Lee Lockwood founded the library in 1969 while serving as the Sovereign Grand Inspector General (SGIG) of the Scottish Rite of Freemasonry in Texas. Lockwood was a prominent figure in the Waco community and a passionate advocate for the preservation of local history. He conceived the library to stand as the focal point of Scottish Rite Masonry in Texas.
